VSC’s continuum of care is comprehensive. Returning citizens can count on us to meet their individual needs at every step of their reentry journey. Most clients connect with us shortly after release, but we welcome all D.C. residents who have been incarcerated to reach out when they are ready. We guide individuals toward stability and independence through our four phases of reentry programs.

The Four Phases of Reentry

First Responder Services

Our first phase of reentry begins inside. With First Responder Services, we connect with individuals in jails, prisons, and halfway houses before release to start reentry planning early. By offering guidance, resources, and support from the start, we help returning citizens build stability and confidence for the journey ahead.

The Welcome Home Center

Our second phase of reentry begins the moment someone returns home. The Welcome Home Center provides immediate support through housing assistance, benefit reinstatement, and access to essential services. With mobile outreach and dedicated Reentry Navigators, we help returning citizens stabilize, reconnect, and take the next steps toward independence.

Moving Toward Stability

Our third phase focuses on building long-term stability. Through Moving Toward Stability, clients receive intensive case management, peer support, and connections to housing, employment, education, and healthcare. This phase empowers returning citizens to strengthen their foundations, achieve independence, and thrive in their communities.

Community Of Voices

Our fourth phase centers on empowerment and advocacy. With Community of Voices, returning citizens find their power by using their lived experiences to drive change. This phase fosters leadership, healing, and civic engagement, amplifying the voices of those directly impacted to shape more just and equitable systems.
