Support for a Smooth Transition from Incarceration to Community
VSC’s First Responder Services provide critical pre-release support and reentry planning for individuals incarcerated in D.C. and the surrounding District, Maryland, and Virginia (DMV) area. We connect with those housed in various facilities of the D.C. Department of Corrections, Central Treatment Facility (CTF), and the Central Detention Facility (CDF), as well as those in the Federal Bureau of Prisons (FBOP), halfway houses like Volunteers of America in Baltimore and Fairview Women’s Halfway House, and under CSOSA or pre-trial community supervision.
Our team conducts in-person onsite visits at prisons and halfway houses, supplemented by virtual interventions and mobile outreach to ensure that clients begin their reentry journey with guidance, resources, and a clear plan. We also meet clients in neighborhoods and houseless encampments across the city, offering immediate assistance and scheduling follow-up appointments with our case-management team.

Why This Matters
Early intervention with incarcerated individuals prior to their release is critical to reducing recidivism and supporting successful reintegration. According to a research study conducted by the Bureau of Justice Statistics, about 62% of formerly incarcerated individuals in 34 states were rearrested within three years. Recidivism is exacerbated by the lack of pre-release planning and community support. By meeting clients where they are, both inside facilities and in their neighborhoods, VSC ensures they have access to immediate needs, resources, information, and connections that set the foundation for a stable life.
